I have 2 folders, say A and B, containing identical tex files. (B is in m= y DropBox.) I already have a project created from A. What is the easiest= way to create an equivalent project based on B?

I am not sure what you mean by "having a project created from A"
and what exactly you would like WinEdt to do.

It is also not clear where did you place the project file (relative
to A) or if you are using a custom project file at all (rather the
the "default" project file WinEdt.prj)...

Can you explain/ elaborate?

A prj file is in the folder A, which contains 15 tex-files with main file selected.

Folder B is disjoint from A and has identical tex-files. What is the simplest way to recreate the same document with a prj file located in B?

You can simply copy prj file from A to B (as long as Relative File
List property in Project Manager is enabled -- it is by default)
and now you can Open Project file in location B (use Project Menu
-> Open Project menu item or double click on it if you performed
filetype associations) in order to close current project and all
its files (presumably inside A) and open the ones in B as a part of
identical project B.

Now you can switch between the two projects via Recent Projects
List in Project menu. The two projects will be independent of each
other working with two different sets of identical files and two
prj files.

Setting up a project like this in WinEdt is pretty straightforward:
set the main file and from the tree open, files that you want
opened, and WinEdt will "remember" it by storing such info in its
prj file.

How you synchronize between A and B is a different thing but that
is not a WinEdt issue. prj files can be synchronized just like the
rest. I did not setup dropbox as I am mostly working on one
computer and don't really need it....
